The Department of the Interior and Local Governments (DILG) of the Philippines is advancing its vision for an exceptional emergency response system by introducing the Unified Platform for Communications & Dispatch (UPCAD) in its Unified 911 command centers. This new system combines a sophisticated dispatch console with robust mobile devices—smartphones, feature phones, and tablets—designed specifically for first responders to meet challenging public safety demands.
The implementation of UPCAD was discussed at the Unified Dispatch and Communications Forum held at Solaire North on January 21. This event focused on equipping first responders through enhanced connectivity and command capabilities. Attendees included representatives from various government offices that address peace and order, civil defense, fire protection, maritime security, the air force, and civil aviation, as well as diplomats from France and the United States.
